Employee Childcare Assistance Program (ECAP)

What is ECAP?

ECAP is a new benefit offered to eligible County employees that helps pay for a portion of your child care expenses. The Employee Benefits Department is offering this new program, administered through our benefits partner, P&A Group. This benefit will automatically deposit funds into your paycheck if you meet eligibility requirements. The funds are considered taxable income.

Who is eligible to participate in ECAP?

To be eligible for ECAP, you must:

  • Be an active, full-time coded employee
  • Have an annual adjusted gross household income of $119,999 or less
  • Have a dependent child(ren) under age 6 as of May 31, 2022

The amount the County will pay toward your childcare expenses varies by income level.

How The Program Works

Employees meeting eligibility requirements will have funds deposited directly into their paycheck. Within 60 days of receiving ECAP funds, you must submit verification of child care expenses through the P&A Group web portal.

Apply for ECAP

To apply for ECAP, submit your application for eligibility by clicking here. P&A Group will then follow up with you regarding next steps.

Application Deadline for the 2022-2023 Plan Year

Applications are due on May 31, 2022.
Please note: ECAP is a pilot program authorized by the County of Santa Clara Board of Supervisors for this year.  There are limited funds for this program, so employees will be selected by eligibility first and then by timing of their application (if we have more interest than there are funds available).
