Employee Childcare Assistance Program (ECAP)
What is ECAP?
ECAP is a benefit offered to eligible County employees that helps pay for a portion of your child care expenses. The Employee Benefits Department is offering this new program, administered through our benefits partner, P&A Group. This benefit, also known as an Employer-Funded Dependent Care Flexible Spending Account, works similarly to the Health Flexible Spending Account and the Dependent Care Assistance Program. However, the County of Santa Clara is actually funding reimbursements for qualified expenses for County employees.

Who is eligible to participate in ECAP?
To be eligible for ECAP, you must:
- Be an active, full-time coded employee
- Have an annual individual gross income of $119,999 or less
- Have a dependent child(ren) under age 13 during the 2023 calendar year, or other eligible dependent
What Expenses Qualify for County-Funded ECAP Contributions?
Eligible expenses include:
- After-school programs
- Child care centers
- Eligible in-home providers
- Nursery schools
- Summer day camps
How much will the County contribute to my eligible expenses?
The amount the County will provide for reimbursement of your childcare expenses varies by income level.
How The Program Works
Employees meeting eligibility requirements will create a Dependent Care Assistance Program (DCAP) Account with benefits administrator P&A Group. You will submit eligible child care expense claims to P&A Group. Upon claim approval, P&A Group will provide reimbursements via a check or direct deposit to your bank account.
Similar to the Health Flexible Spending Account and the Dependent Care Assistance Program, you may also make payroll contributions to your account PRE TAX. Therefore, you may also save money on your child care expenses by using income before it is taxed through payroll. You can learn more about the entire program and process here.

The ECAP application period is closed. P&A Group will then follow up with applicants regarding next steps. The application period ran from October 14, 2022 - October 31, 2022.
