Flexible Spending Open Enrollment

Open Enrollment for the County’s flexible spending accounts (FSAs) runs from November 1 through November 30, 2018.  Please note that you need to act if you want to: 

  • Enroll or re-enroll in the Dependent Care Assistance Program (DCAP);
  • Enroll or re-enroll in the Health Flexible Spending Account (HFSA);
  • Opt out of the Premium Only Plan (POP).

Participation in the DCAP and HFSA does not automatically continue from year to year. ​​E​mployees curren​tly participating in these programs who wish to continue participation in calendar year 2019 must re-enroll.  If you do not re-enroll, your participation will automatically discontinue with the pay period beginning December 17, 2018.

How These Programs Work

  • Dependent Care Assistance Program allows you to set up an account to pay for eligible dependent care expenses with tax-free dollars.  You may contribute up to $5,000 per year to your account ($2,500 if you are married and filing separately).
  • Health Flexible Spending Account allows you to set up an account to pay for eligible out-of-pocket health expenses with tax-free dollars.  You may contribute up to $2,650 in calendar year 2019 to your account.
  • Premium Only Plan—Employees who have paycheck deductions toward their share of health plan premiums can choose to opt out of the Premium Only Plan (POP) program.  The POP program provides for automatic pre-tax treatment of employees’ paycheck deductions toward health plan premiums and continues each calendar year unless an employee opts out.​

New This Year

  • Online EnrollmentThis year, enrollment in the DCAP and/or HFSA plans will occur online through Navia Benefits Solutions website at www.NaviaBenefits.com. You can download step by step enrollment instructions here. ​ Paper enrollment forms will not be accepted this year.
  • Increased Annual Maximum for the HFSA—This year, you will be able to contribute up to $2,650 to your account to pay for eligible health care expenses with tax-free dollars.

Please note when changes to your benefits are permitted during the year.  Please refer to the online Employee Benefits Guide for special enrollment rights and other required Plan Notices. You’ll find the guide here. You can also contact your Department Employee Service Center to request a copy of the required Plan Notices.

Finally, stop by an Open Enrollment Session during the month of November.  The schedule of Open Enrollment Sessions is below.  Open Enrollment Sessions will provide you with an opportunity to speak directly with representatives from Navia Benefits Solutions and Employee Benefits Department staff.  You may attend any session—no RSVP is required.

Completing Your Enrollment

This year, the County is offering online enrollment through the Navia website: www.NaviaBenefits.comYou must submit your enrollment online no later than Friday, November 30, 2018 at 5:00 p.m.  Download step by step enrollment instructions here.

Following Open Enrollment

The HFSA and DCAP programs run on a calendar year basis, so you may reimburse expenses incurred between January 1 and December 31, 2019. Following the end of the calendar year, there is a "grace period" of 2.5 months. From January 1 to March 15, 2020, you may use any leftover funds to cover expenses, as well as submit claims for reimbursement of expenses incurred during this time.

Please note that changes to your paycheck deductions will begin with the January 4, 2019 paycheck.
